A City of York Police officer and utilities director have been placed on administrative leave after being arrested on Thursday night by York County Deputies. Both men were charged with breach of peace for throwing eggs at passing cars. The two men are Timothy Lee Dover, 39 and David Wright aged 51. Officials say both men allegedly were name calling towards pedestrians, and “causing damage” near Congress Street after 8pm. The incident report documents a witness saying the men yelled from a window and threw eggs. Its also known that a tow truck driver claims there is damage of about $600 as well. Dover is a police lieutenant with the York Police. Per the Herald, an internal investigation is happening now within the department. Dover is a 15 year veteran with the department. It is not clear how long Wright as been an employee with the City.
