City of Rock Hill has interest in creating a new TIF district for the southside of the city

The City of Rock Hill has notified York County and the Rock Hill School District of its interest in creating a new “tax increment financing” district. The purpose of the “TIF” is to improve what it calls “the blighted conditions” in the south side of Rock Hill…If approved, the “Southside Redevelopment Plan” would borrow $225 million to be used for improvements to streets, utilities, storm water, property acquisition and various professional fees necessary for such work. Repaying the bonds for these improvements would come from any increased tax increment realized from properties within the proposed district-which necessitates approval by York County and the Rock Hill School District..A public hearing for the proposed “TIF” is scheduled for October 11th at 6pm t Rock Hill’s City Hall
