YORK COUNTY, S.C. — The candidate filing period is now open for the 2025 municipal general elections across York County, with additional attention on a special election in the Town of Clover. Residents interested in running for office in participating municipalities can submit their candidacy paperwork through Friday, September 5, 2025, at 5:00 p.m.

Municipal Elections Overview

The municipal elections, scheduled for Tuesday, November 4, 2025, will fill various mayoral and council positions throughout York County. Offices up for election include:

  • City of Tega Cay: Mayor and two City Council seats
  • City of York: City Council Wards 1, 5, and 6
  • City of Rock Hill: Mayor and City Council Wards 4, 5, and 6
  • Town of Fort Mill: Town Council Wards 1, 3, and At-Large
  • Town of Clover: Three Town Council seats
  • Town of Hickory Grove: Mayor and four Town Council seats
  • Town of  McConnells: Mayor and four Town Council seats
  • Town of Sharon: Mayor and four Town Council seats
  • Town of  Smyrna: Mayor and four Town Council seats

Candidates must be qualified electors residing in the municipality they wish to represent. Filing forms, along with associated fees, must be submitted in person to the York County Board of Voter Registration and Elections Office, located at 6 S Congress Street, Suite 1201, York, SC.

Special Election in Clover

In addition to the general election, Clover will hold a special election on Tuesday, November 4, 2025, to fill an unexpired Town Council term. The filing window for this special election is shorter, running from Friday, August 15 at 12:00 p.m. through Monday, August 25 at 12:00 p.m.

A $90 filing fee is required for Clover town council candidates. If necessary, a runoff election for both the general and special elections will take place on Tuesday, November 18, 2025.

Voter Registration and Voting Information

To vote in any of the upcoming elections, residents must be registered at least 30 days before the election. Key deadlines include:

  • In-person registration: by 5:00 p.m., Friday, October 3
  • Online registration: by 11:59 p.m., Sunday, October 5
  • Mail registration: postmarked by Monday, October 6

South Carolina does not offer party registration, and a valid photo ID is required for in-person voting.

Early and Absentee Voting

Early voting will run from Monday, October 20 to Friday, October 31, from 8:30 a.m. to 5:00 p.m., Monday through Friday. Voters may cast ballots at any early voting center, including:

  • Carolina’s Cornerstone, Fort Mill
  • The Thread (2nd Floor), Rock Hill
  • Clinton College Library, Rock Hill
  • Fire Training Center, York

Absentee by-mail voting is available for eligible voters. Applications must be requested by 5:00 p.m., Friday, October 24. Completed absentee ballots must be returned by 7:00 p.m. on Election Day, November 4.
