YORK COUNTY, SC: The City of Rock Hill’s Parks, Recreation & Tourism Department sent an email to unincorporated participants in its youth & adult rec programs. The email was misleading and inaccurate.

York County Management worked diligently to seek input from our local municipalities as we determined to end an outdated rec tax paid by unincorporated residents that funded city rec programs without data. The County had offered a $100 stipend to be paid directly to municipalities based on verifiable, real data. The County would have paid this stipend over and above the registration fees charged to city residents. To qualify for it, municipalities were required to keep fees the same for unincorporated residents. Rock Hill has chosen not to do so.

York County has never offered to directly reimburse residents for sports registration fees. The act of urging people to call the County Manager and ask for a reimbursement, as the City of Rock Hill did Wednesday, is a disservice to our citizens.
