York City Manager’s Report – June 2025 Update
YORK, S.C. — The City of York released its City Manager’s Report for June 2025, detailing updates across municipal departments and community initiatives. The report, prepared by City Manager Dalton Pierce, highlights ongoing city operations, upcoming events, and infrastructure developments.
Community Engagement and Events
Residents are encouraged to participate in shaping the city’s future by completing a comprehensive plan survey and attending several engagement events, including a visioning session, a community booth at the Summer Concert Series, and a “Coffee Talk” at York Coffee Roastery. Summerfest sponsorship and vendor opportunities are still available, and upcoming events include the City’s July 4th celebration and concerts featuring Mello Groove and Groove Machine.
City Administration and Economic Development
The administration continues evaluating the city’s organizational structure and compensation plans while engaging with local stakeholders. City Manager Pierce has presented the FY2025-2026 projected budget and proposed rate and fee changes. Final budget meetings will occur in July, with formal recommendations expected in August. Recruiting is underway for several director-level positions, including Planning & Development, Public Works, and Public Utilities.
Financial Updates
The City earned over $100,000 in investment interest in June, contributing to a fiscal year total of over $980,000. Staff continue working with the new BS&A accounting system, now fully implemented. Utility billing transitions tied to the AMI water meter project are ongoing.
Public Safety and Services
The Fire Department hired three new firefighters and received a $15,000 Duke Energy grant to purchase an ATV. The Police Department conducted several community programs, including a youth summer camp and participation in the Piedmont Medical Center’s Cereal Drive.
Human Resources and Recruitment
June saw several new hires, including police officers and dispatchers. The City reports a 10% voluntary turnover rate for FY2025. HR initiatives included wellness events, training, and outreach to educational institutions for partnership opportunities.
Parks, Recreation, and Infrastructure
Park maintenance and sports programming remain active, with York’s youth sports teams earning district tournament placements. Renovation work continues at Wooded Valley Park and Green Street Park.
Planning, Zoning, and Development
Permitting activity remained robust with 47 residential and 10 commercial construction permits issued. Several large developments—such as Monterey Park, Bellina Subdivision, and Brighton Springs—are in various stages of completion. Planning Commission activity included reviewing zoning exceptions and proposed amendments to business district regulations.
Public Utilities and Capital Projects
Utility crews addressed infrastructure repairs and ongoing testing. Several residential developments are finalizing infrastructure and progressing toward occupancy. Capital Program Management began developing the FY25-26 Budget Booklet and hosted community meetings related to long-term planning.
