Starting this fall, the South Carolina Department of Motor Vehicles (SCDMV) will no longer issue same-day driver’s licenses, permits, and identification cards. This change is being implemented as a measure to prevent identity fraud.

Under the new process, applicants will still apply for their license or ID in person at an SCDMV branch. However, the physical card will then be mailed to them, expected to arrive within seven to 15 business days. During this waiting period, applicants will receive a temporary paper document with their information. Their old card, if applicable, will have a hole punched through it. Both the temporary paper document and the old, hole-punched card will be valid for 30 days to accommodate traffic stops or travel needs while awaiting the new card.

The SCDMV emphasizes that no immediate action is required from residents. This change only affects those whose license or ID has expired, or individuals applying for one for the first time, once the new process begins.

The shift allows for all cards to be manufactured at one secure, centralized location, rather than at individual branch offices. The new cards will be made from stronger materials and incorporate advanced technology to deter counterfeiting. This is an enhancement to the current method which makes it easier for individuals, even those without sophisticated resources, to produce fraudulent documents.

While some residents have expressed hesitation regarding the mailing process, citing concerns about scams or copies, SCDMV officials point out that 45 other states already utilize this centralized production and mailing method with minimal reported issues. The department states that this move is ultimately for the protection of residents’ identities.

The full implementation of this new process across all SCDMV branches is expected to be completed by the end of September.
