YORK COUNTY HIRES UTILITIES DIRECTOR

YORK COUNTY, SC: York County is excited to welcome Shannon Bailey as our first Utilities Director. He will join us from Bluefield, West Virginia where he is currently serving as Executive Director and Engineering Manager of the Bluefield Sanitary Board.

As York County rapidly grows, so does the customer base for York County Water & Sewer. We have more than 22,000 water & sewer customers following the acquisition of Blue Granite Water two years ago. The expansion of our service territory, maintenance and upfit needs, and planning for the future, created an opportunity to further build our staff, and separate utilities into its own department.

We’re eager to entrust the launch and development of this new department to Shannon Bailey. In addition, County Council approved the hiring of eleven water & sewer employees in fiscal year 2024-2025.

Shannon has been in his current role in West Virginia for sixteen years, serving more than 22,000 customers there. He manages the utility and is responsible for an annual budget and a 10-year capital improvement plan. He’s focused on customer service, including using data from customer input to improve efficiency and plan for long-term investment.

I am looking forward to joining the talent in York County and can’t wait to start in the new role as Utilities Director.”

Prior to that position, he was a hydraulic engineer for a private firm, and a treatment plant operator in Bluefield. He holds a Master’s Degree in Business Administration from Marshall University, and a Bachelor’s Degree in Civil Engineering Technology from Bluefield State College.

Shannon is a licensed Professional Engineer (P.E.) holds multiple professional licenses, and is a member of the American Society of Civil Engineers (ASCE).

Shannon and his wife Shellie have been married for 27 years. She’s a nurse in long-term healthcare, and they have two grown children.
