Key Highlights:

  1. Proclamation for Town Administrator Allison Harvey:
    • A significant part of the meeting was dedicated to recognizing Allison Harvey, the long-standing Town Administrator, for her contributions since 2006. Harvey was praised for her 18 years of service and for enhancing the financial position of the town from $7.2 million to $18.2 million during her tenure. Numerous projects, including town hall conversions and park developments, were also mentioned. October 29, 2024, was declared “Allison Harvey Day” in Clover.
  2. Pennies for Progress Presentation:
    • Tim Conley and Jerry Helms presented details about the upcoming York County Capital Projects Sales and Use Tax Program (Pennies 5) referendum. They highlighted the significance of this penny tax, which funds road improvement projects, and the impact of non-residents contributing up to 35% of the revenue. The presentation underscored the importance of continuing the program for the benefit of local roads and infrastructure, particularly in the Clover area.
  3. Approval of Previous Meeting Minutes:
    • The minutes from multiple past meetings, including those from September 9, 2024, September 17, 2024, and October 2, 2024, were unanimously approved.
  4. New Business:
    • Resolution 24-08: Approved the sale and consumption of alcohol at private events on town property.
    • Gallery 120 Appointments: The council appointed Mary Vigil and Valerie Larson to the volunteer board for Gallery 120, with terms expiring on December 31, 2025.
    • Clover Community Park Restroom Renovation: A contract was approved to renovate restrooms at Clover Community Park, funded through a grant. Renovations will address vandalism and upgrade the facilities to meet ADA standards.
    • Fire Department Medical Truck Purchase: The council approved the purchase of a new F-150 truck, which will serve as a basic life support vehicle for the fire department, along with the necessary lighting package.
    • Lease Agreement with Greater Clover Chamber of Commerce: The council approved a lease agreement for the land where the Chamber of Commerce building sits. The lease is for five years at $1 per year.
  5. Staff Reports:
    • Various updates were provided, including the progress of the town’s response to Hurricane Helene, ongoing zoning and land development amendments, and infrastructure updates like the AMI water meter replacement project and the lead and copper survey results.
  6. Council Comments:
    • Council members commended town staff for their efforts during the recent hurricane, especially the police and public works departments. They also reminded the public about upcoming community events, such as Veterans Day, the local election on November 5, and Trunk or Treat on Halloween.
