Rock Hill names new Planning and Development Director
Rock Hill City Manager David Vehaun announced the promotion of Leah Youngblood to Director of Planning & Development. Ms. Youngblood replaces Bill Meyer, who will retire from the City in December.In her current position as Planning & Zoning Manager, Youngblood has been instrumental in updating zoning standards and development review processes, and leading efforts to develop regulations for land use activities, such as short-term rentals.
Youngblood has worked in the planning and development field for 14 years-nearly 10 in Rock Hill and four with the Town of Lexington, SC. She is a certified land use planner and an attorney. She holds a bachelor’s degree in public health from the University of North Carolina at Chapel Hill, and a master’s degree in public administration and juris doctor from the University of South Carolina.
