Months of work on a series of proposed changes to development restrictions in Lake Wylie were tossed out by York County Council Monday night in lieu of a new set of plans to be ironed out next year that would encompass the entire county.

The development restrictions would have put an end to high-density residential neighborhoods closest to Lake Wylie but they manner in which the county council planned to put the restrictions into place opened the county up for a potential lawsuit, county attorney Michael Kendree said.

“That’s the most ridiculous thing I’ve heard,” said Allison Love, a staunch proponent of the overlay district. “I think they’ve been bullied by someone…they’ve received one phone call or one letter and it scared everyone to death.”

After nearly an hour’s worth of executive session, council opted to move forward with plans for a county-wide development ordinance that would encompass other fast-growing areas like those of unincorporated Rock Hill and Fort Mill.

The county’s previous efforts at a uniform development ordinance have failed miserably, with local developers clamping down on the council’s efforts.

That new county-wide development plan would be discussed in the spring and summer and theoretically in pace by August 1, 2015.
