Rock Hill police say a mother has been arrested on child neglect and drug charges after her son told officers she got him drunk. 

A police report says a 13-year-old boy called his father early Sunday and said his mom had given him alcohol and that he was drunk.

The father called police.  When officers arrived at the Paxton Street home, Julie West appeared grossly intoxicated and unwilling to let officers in her home. Officers woke up the boy, whose speech was slurred and was visibly drunk.

Police woke the boy up, whose speech was slurred and he smelled like alcohol.

The young teen was transported to Piedmont Medical Center based on what the police report calls his extreme level of intoxication.

Police also found a bag of Xanax West for which she did not have a perscription. West was booked in the Moss Justice Center on $12,000 bond.
