Howard tapped as new Lancaster police chief

LANCASTER — The City of Lancaster has named its new Chief of Police. Tuesday night, city council unanimously approved the appointment of Harlean Howard as the department’s top gun, following the retirement of Chief Hugh White effective January 7. Howard is now in her 20th year with the Lancaster Police Department and has held the rank of captain for the past seven years. She’s previously served in the law enforcement field in Philadelphia.
