York Co. Emergency Management director retiring after three decades

cotton-howell-2York County’s longtime emergency management director is retiring.

Cotton Howell says he will step down at the end of June after more than 30 years leading the agency.

A news release says Howell has been involved in every aspect of emergency preparedness from cold war nuclear attack preparedness, hazardous materials response and Homeland Security.

During Howell’s tenure in York County, he has gone through the licensing and plan approval for the Catawba Nuclear Station, weathered the effects of Hurricane Hugo, a catastrophic bus accident on I-77, traffic accidents, drownings, searches, winter storms, tornadoes and the development of Homeland Security programs.
