York’s city manager says the State Law Enforcement Division has completed its investigation into Police Chief Andy Robinson’s use of force during an arrest earlier this month.

However, SLED spokesman Thom Berry says the investigation is still open, and won’t be turned over to 16th Circuit Solicitor Kevin Brackett until it’s finished.

Video footage of an April 4th arrest involving Robinson raises questions about whether he stepped on a handcuffed suspect lying on the ground during a police chase.

Berry says once the investigation is complete and the SLED report is in Brackett’s hands, it will be the York County prosecutor’s decision whether to pursue criminal charges against Robinson.
