York County Council Monday approved the release of $3.2 million in Pennies for Progress funds towards the next phase of improvements along White Street in City of Rock Hill’s Knowledge Park.
Pennies program manager Phil Leazer said the additional funding was necessary after plans to fix an ailing portion of White Street between Wilson Avenue and Constitution Boulevard were delayed.
“The road…has deteriorated beyond repair,” Leazer said. “We’re going to have to rip it out and replace it.”
Phase II of the project spans between Wilson and Constitution and will cost $5.1 million.
Leazer said initial estimates in 2009 did not take into account the future plans of Family Trust Federal Credit union to relocate its corporate headquarters downtown.
But, Leazer said, Family Trust’s $7 million plans are a sure sign of the Pennies for Progress program’s efforts at bringing new business in developed areas.
