Keystone Substance Abuse Services held its annual meeting and volunteer recognition breakfast at Winthrop University Thursday morning.
Keystone Executive Director Janet Martini says the agency has been hit by financial changes that began February 1.

Martini says Keystone has seen a more than 26-percent increase in the demand for its services.
She says the agency is working on completing its prevention and adolescent centers.
