York County Council inches forward in new County Manager search

The search process York County Council will use to select the new County Manager became a bit more clear Tuesday, after council moved forward with a plan to recruit its next hire.

Following several tense moments in December, council voted to narrow a list of ten headhunting firms down to five by the end of the week, with a possible vote on the top firms coming in early February.

York County Council Chairman Britt Blackwell said at one point, he wanted an internal search committee to find the next County Manager, but after more thought, pushed for an outside search firm.

Blackwell said that using internal resources for the search would also come at a cost, however longtime councilman Curwood Chappell disagreed — saying it was a waste of money.

Chappell ended up voting in favor of the outside search firm. Councilman Bruce Henderson was the lone “no” vote, telling council the better option was to hire someone local.

York County may pay up to $25,000, or 20 to 22 percent of the candidate’s base salary,  for a search firm to present a list of finalists for the job.

The ten search firms York County will choose from include Diversified Search, LLC of Philadelphia, Pa.; David Gomez & Associates of Chicago, Ill.; Bob Murray & Associates of Tallahassee, Fla.; Slavin Management Consultants of Norcross, Ga.; Neher &Associates, LLC of West Sacramento, Calif.; Find Great People (FGP), LLC of Greenville, S.C.; Voorhees Associates, LLC, Deerfield, Ill.; Strategic Government Resources of Keller, Texas; The Mercer Group, Inc. of Chesapeake, Va. and The Waters Consulting Group, Inc. of Dallas, Texas.

The alternative would have been for county staff to lead up the search process, something newly seated councilman Michael Johnson might not be a best use of resources.

Monday’s decision does not bind the council to any particular search firm. If and when a firm is chosen, the council would give its list of “filters” for the candidates and present a list of finalists to council to select independently. The search firm, when selected, could choose its list of finalists with in as early as nine weeks.
