Rock Hill City Council voted unanimously Monday to award the contract for the Old Town Market project to Leitner Construction, which submitted the low bid of just over $522,000. Rock Hill Economic and Urban Development Director Stephen Turner says the project has several components.

Turner says the Leitner bid was well under-budget.

The project is being paid for using downtown Tax Increment Financing.

The Rinehart building will house a Market Hall and the Millstone Pizza Restaurant, while the Boulware building will be modified to provide three storefront spaces that open to the Farmers Market.
